Health insurance in Arizona at a glance

Arizona residents compare ACA plans on HealthCare.gov. Hollen works with four health carriers here (Ambetter, UnitedHealthcare, Oscar, and Blue Cross Blue Shield), which gives many Arizona households a real choice of networks. Arizona's Medicaid program is AHCCCS, so lower-income applicants are often screened for AHCCCS before Marketplace savings.

Where Arizona residents enroll

Arizona residents shop for ACA plans through HealthCare.gov. You can apply on your own, or have Hollen help you apply and compare plans at no extra cost.

For 2027 coverage, Open Enrollment runs November 1, 2026 through January 15, 2027. Choose a plan by December 15, 2026 for coverage that starts January 1; plans chosen December 16 through January 15 generally start February 1. Outside Open Enrollment, you generally need a Special Enrollment Period, usually 60 days after a qualifying life event such as moving to Arizona, losing other coverage, getting married, or having a baby.

Medicaid in Arizona

Arizona has adopted the ACA Medicaid expansion, with expanded coverage starting January 1, 2014. Adults ages 19 to 64 with income up to 138% of the federal poverty level may qualify through AHCCCS (Arizona Health Care Cost Containment System). Arizona also has a state “trigger law” that could end or change expansion coverage if federal funding for it is reduced. Under a 2025 federal law, many expansion adults will need to meet work or community engagement requirements beginning January 1, 2027, unless they qualify for an exemption, so watch for notices from the state.

Arizona's Medicaid program: AHCCCS (Arizona Health Care Cost Containment System). Medicaid and CHIP accept applications year-round, and the Marketplace application will tell you if anyone in your household may qualify.

What affects plan prices in Arizona

ACA premiums in Arizona depend on your age, your county and ZIP code, tobacco use, who is on the plan, and the metal level you choose. Your health history doesn't affect the price. Marketplace savings depend on household income and size. The carriers available to you can vary from county to county, so the first step is always checking plans for your exact ZIP code.
